Hi,
We have soem read only report users but wish to give them ability to apply filters to reports.
They can view and refresh currenttly but cannot chnage the values in filters despite having set reporting right apply filters added via CMC.
Do they need another right?

Go to WEB INTELLIGENCE under Applications,
Click on user security --> Add Principals --> Choose the user and give the below rights
If you want to enable formatting options as well have the below
But the user is just a report consumer, for whom the rights to modify the existing report should not be there, then make sure user does not have the rights to add objects to folder under public folders.

Request you to have a look at the below rights to enable Document structure and filters Tab and Toolbars.
1; Log on to the CMC as Administrator.
2: Browse to the Applications tab, select Web Intelligence.
3: Click on Manage > User security.
4: Select the User/Group to whom you want to enbale Document Structure and Filters Tab and Toolbars, click assign security > Advanced > Add/Remove Rights.
5: From the Application tab, grant the following rights:
"Enable interactive HTML viewing (if license permits)".
"Interactif: Reporting - Create and edit report filter".
"Iteractive: Reporting - Create and edit sort".
"Interactive: General - Ability to hide / show toolabrs".
"Interactive: Left pane - Enable document structure and filter".
6: From the General tab, grant the following rights:
"Log on to Web Intelligence and view this objects in the CMC".
7: Ok.

Are those filters prompts or report level filters?
If they are just prompts then just assign the View on demand access and then should be able to run the report with changed filter values.. If then are report filters then you will have to set them up as power users to modify them..

Looks like you may have conflict with multiple Access Rights. Is the user part of multiple Access Rights?
Did you try a test used using only the ONE Access Rights where you have given permissions to Apply Filter?
