Make attachment in Role Development Step "Testcases" mandatory

Hello,

does anyone know if it is possible to make it mandatory for the users, to upload a file in the "Maintain Testcases" step?

We want to prevent, that the users clicks the "Test-Step" to fast and no test results are stored in the workflow...
