i want to know the difference of rough cut planning and long ter capacity planning from a business application perspective like what scenario we should adopt rough cut or long term capacity or typically in which business cases fits these models . How will I decide which planning suits a planning & production process?

RCCP - RCCP is used to make a quick check on the capacity of the key resources to meet the proposed plan.

LTP - LTP provides support for long-term production planning and for carrying out simulations in short and mid-term planning.

RCCP is the capacity planning on SOP. Check the following document for an example:
I have never heard about LTCP and I could not find any reference on the documentation. Not even on google. Maybe you are refering to capacity planning on long-term planning. In this case, it is a completely different tool and it is basically a capacity evaluation based on CM38.
