FTXP by default is changeable in production systems due to a concept known as "current settings" (described further in Note 77430). Specifically, if you want to change this behavior, you need to change the "current settings" status of this particular customizing activity. Do this by following the procedure in Note 1774769: Changeable FTXP transaction in production environment. This is in itself a customizing setting, so you do this in DEV and transport it through.
While you're at it, however, you should adjust your SCC4 settings for your production client. Do NOT change it to a "test" system -- you're right, that would be an incorrect move. But, I highly recommend you disallow cross-client changes, as I mentioned in my previous response.
As an FYI, I changed the primary tag on your question to "FIN General Ledger," as customizing settings for FTXP are really a Financial functional responsibility, not a Basis one.

It's because the client role is set to "Production." If it were "Test," for instance, you would be blocked with these settings. Yes, I know this is odd, but there are some parts of configuration that are intended for direct update in production system (tax code settings in this example). If you research "Current Settings" you can find a great deal more about this topic.
On another note, for a production system it is highly unusual to allow repository and cross-client customizing. You should seriously consider changing the "Cross-Client Object Changes" setting to "No changes to Repository and cross-client Customizing objs." And in SE03 you should double-check that the "System Change Option" Global Setting is set to "Not modifiable."
p.s. I adjusted the tags on your question, as this is an ABAP-server-specific setting. Also, there may be a functional aspect to it, so I added "SAP ERP."
