Build a NEW SAP System with offline backup

Hi Experts,

Our Development system hangs frequently as its a old hardware hence performance is so poor.

However, We have decided to build a new SAP DEVELOPMENT System on NEW HARDWARE MACHINE

( Current Versions: SAP ECC6.0 SR2 , WINDOWS 2003 SERVER 64 BIT , ORACLE 10 G.)

WE have the above configurations on QUA and PRD.

We have taken the Offline Backup of our DEV system last night.

Can Anybody please help me how to develop new SAP DEV system with offline backup .

whats the best method, as i have many queries that which would be better and fast .

As of now our new hardware is ready with 64 bit windows 2003 server standard edition.

Now do i need to install SAP and then restore backup .

(or) Can we do new installation with backup .

Please suggest me with best possible ways.
