BOM explosion getting saved even if incomplete when created from CJ20N

If I create a BOM explosion from transaction CJ20N is getting saved, and created even if it does not have net worth which is marked in OVA2 as incomplete.

If I log in VA22 it wont let me change the BOM sales explosion, but it will let me create it when I create it from transaction CJ20N.

Someone can tell why this is happening?
