how can we determine the Usage Decision upon Material inspection characteristic critical factor

Dear gurus,

when we receive goods inspection lot is created.now when we put inspection result in inspection result If any critical Material Inspection Characteristic failed then user should not allow to accept the material via usage decision, in this case Usage Decision will always be rejected and anyhow users should not change the Usage decision.

how we configure this scenario
