Dear, we have currently have;
DEV Solution manager : 7.1 SP8
OS & DB : Windows & DB 2008
and most of the ITSM & ChaRM configuration are there along with their Transport Requests.
We are planning to have a :
PRD Solution Manager: 7.1 SP10
OS & DB : Windows & DB 2012
is it possible to upgrade the Solution Manager DEV to be SP10 and keep it OS & DB : Windows & DB 2008 and move the Transport Request to the New SolMan 7.1 SP10 Production which is Windows & DB 2012 ?
Does it make any impact in the TRs? Same SP but different OS & DB versions ?

What matters is the BASIS release of the systems.
As you have an SAP system on the same release with a difference of 2 in the SP level there shouldn't be any problem.
Having said that, I strongly recommend to have the development system upgraded and patched to the same level of the Production level to maintain a consistent landscape as this can avoid unusual surprises.

To add to Reagan's notes (which are correct), if you are on different SP levels between DEV and PRD, in a SolMan 7.1 system (or any system with Basis 7.02+), you will need to set an additional transport option during the import, as by default TMS will prevent you from importing requests that come from a system with a different SP level. The option is Ignore Invalid Component Version.
Basis 7.01 and lower didn't have this restriction and would let you import merrily away.

transports (data/cofiles) are not dependent on the OS/DB..
