Absence Quota Error in PA30

Dear Experts,

When the user try to enter the absence in infotype absence 2001, throws the error msg "You are not eligible to apply for the Leave"

Please find below the quota Overview and the Opening balance of the same quota type.

There are 2 leaves are opened for the yr 2014. But still the error throws.

Please put some inputs.
