Dear All,
We are not using time eval and utilize prorate leave using standard program RPTQTA00. However.
For the prorate leave policy, the calculation is like this. For example Staff Hiring 01/11/2013.Annual leave for the staff is 15 days. So the calculation of prorate on 31/12/2013 is 30(the whole month of November)+31(whole month of December) /365
(30+31)/365 = 0.17
0.17*15=3.0.
Can standard config cater this requirement. If not, is there any ways to do

Your requirement is to generate absence quota an Accrual Basis (Prorate basis)...
All you need to do is while Time Mgmt Configuration Opt for Accrual Basis
Under Base Entitlement for Absence Quota Generation
Generate Validity period say 1.1.2014 to 31.12.9999
"Define Generation Rules for Quota Type Selection"
Finally generate Absence Quota for 1 month... you will get the results...
