PO Release strategy reset during the relase with all levels

We have 4 levels in PO Release strategy, suppose these are EX,MM,FH, and SB. When we do any change as increase quantity or rate during the release it does not go with previous level. Suppose EX ,and MM have released the PO but FH level increase quantity. Now it should reset and should go with first level EX. But it does not go, what are the changes required in release strategy so that during the release if any level do some changes it should go with first level.

After final release it is ok, if we do any change it go for release with first level.
