i can't tell from the blurred menu items... but i've seen this problem once with a problem install internally.
in that case, my colleague had a Predictive Analysis installation and couldn't share to Cloud with his predictive results - this is a known limitation that is being worked on by the PA team for a future release.
I'm going to circle back internally, and see if we can't get you a steer to resolve this.
One thought - your screen resolution . Please try some different settings , or different monitors .
I've seen odd UI behaviours as a result of display settings.

apologies, i may have confused matters by mentionning the
unrelated PA problem.
it has been confirmed to me internally, that IF you are
using HANA online mode, you cannot export to cloud 'by design'. that's why your
toolbar is empty (no cloud option).
Such functional gaps are being worked on in the forthcoming
releases . (to be clarified)
