Phrase based characteristics not expanded in report

Hi

I am facing a strange issue where phrase based characteristics are not expanded, they are displayed as phrase key only instead of expanded text.

See a very simple example below.

Usage setting of value assignment and GV are same..no isuue in that.

Besides If the phrases are enterd using discriptor format in the report, they are expanded correctly, Even the characteristics with numeric format are also expanded correctly. The issue is only with phrase based characteristics

For example:

State of matter (SAP_EHS_1013_001) - Phrase assigned is " Gasous"

which is displayed in the format as shown above.

To overcome the issue I ran CGCZ once again but did not solved the issue.

Since the data apart from the phrase based charcteristic is printed properly, I am not sure what is causing the problem !!
