Special gas bottles storage movements an inventory management

Thear experts I have to manage in SAP the following process and I´m not sure how to approach it, I'm kindly asking your for help.

The scenario is as follow:

Several storage locations. The material is a gas bottle. Because of the dangerous contents, the bottle must have a serial number and all the movements between storage locations must be traced.

The gas is used to fill out or maintain a big container. Some time the bottles used remain with certain quantity of gas. This quantity must be managed.

Some times the remaining gas from several bottles is transfered to one single bottle.

The question is how to implement this scenario? can I do it using only MM or maybe it should be done using WM.
