Installation Error in ACTUPG phase (ERP EhP4 -> Ehp7): Cannot activate MARA table

Our upgrade from ERP 6.0 EhP4 to EhP7 has run through the ACTUPG phase and encountered an error attempting to activate MARA table.  It fails, but there are no short dumps in the shadow system (where this is happening), and the table in SE14 shows that it is activated.  In addition, we attempted to manually activate it and get the error that the table cannot be activated either.  The logs are not very revealing, however.  I have pasted them below.  We're waiting for some SAP guidance, as well, but the ticket is still unanswered.  Any guidance from the community would be helpful here as well.

Have you tried to activate the table MARA using the Tx SE11 ?

Yes, it fails with just error :

   Table MARA could not be activated

   (E- Table MARA (Error adjusting the database) )

No short dump.  The system log shows:

> Cannot find the object "MARA" because it does not exist

When I log into the SQL Manager (this is a SQL 2008 DB), I can see the table there.

I also see it activated fine in the main instance that we're upgrading.  These errors are isolated to just the shadow instance before we get to the downtime phase.

Can you please compare the development class of table MARA of your shadow instance with the original instance.
