downloaded the program and the setup.exe will not run. tried launching it as an administrator didn't work either. the computer i am trying to install it on is windows 8.1 64bit. any help would be appreciated.

According to the PAM Windows 8.1 is not supported until SP 2.
(*1) Windows Server 2012 R2 and Windows 8.1 are supported for desktop clients as of BI 4.1 SP02; however, Internet Explorer 11 support is planned for a later SP. Versions of Chrome and Firefox are supported on Windows 8.1 and Server 2012 R2 (see slide 7).
What version do you have? You should see a ProductID.txt file with the version.

What actually happens? Nothing? Any messages? Errors? Did you try to search for an answer? I suspect the search string 'crystal install 2013', or some thing like that will bring up a number of resources. Search box is in top right corner.
