Hi,
I can't get Universe Designer tool open even if I run designer.exe as administrator. I can see it runs 1-2 seconds in task manager, but the process is terminated for some reason. Is there some config needed in registry editor to make it work?

did you already try to run a repair on the client tools?
If that does not work, then you may wish to collect process monitor traces, there you could pinpoint the root cause.
