Can we subscribe to Crystal Reports 2013 alerts or should I have For enterprise version?

There is another option, if you have a SDK developer available you can write an Addin to trigger on the alert and send an e-mail using third party E-mail API's

Click the F1 key and search on Addin. Then look on help.sap.com for the SDK help documents.

Yes you need the Enterprise version.

I guess there are other third party alternatives too.
