The email subject contains the global variable "%COMPANY_NAME%"; Any idea why is it not populated with the company name.

In which email notification are you trying to use this token?
FYI - Global tokens do not work for workflow notifications.

After creation of a purchaser user, an email is sent out. Subject of the email contains the company name token.
