As the service is in starting status, it is the CMS which is not able to register tthe sevrver at CMS Db. Trace the CMS to get more information. In addition to this I suspect that cloning the server may not help.
It would be best if you try to create a fresh RAS server.

Have you performaned trace? If yes, are you facing the below message in trace log file?
If you are facing this message in BI 4.0 on a UNIX machine then the below resolution might help you in resolving the issue. You can also refer to SAP Note # 1612745 for more info and attachment will be available there.
Resolution
Take care if you download the file attached and try to executed in linux. It will not work. First you should convert that file to linux format with this command: :set fileformat=unix
Also you will need to have some libraries in linux installed. Let me know if it helps you to resolve the issue.

Are you able to find any logs or any error message in the eventviewer?
Give a try by stopping this CR2013RAS and create a new service in the CMC.
Dont clone the existing.
