If an organisation is not governed by Collective Agreement Provision, do we still maintain the Pay Scale Structure?
What is the difference between PA/PSA and a Pay Scale Area?

I hope the ideal way of maintenance of Pay Scale type and Pay Scale area is needed in a situation where you want to maintain 0008 infotype against an employee i.e it implies that Payroll is to be executed in SAP.
I hope the above information clears you whether you have to maintain the pay scale structure or not now coming to the difference Mr Anil has given the definition of Personnel area/subarea so i hope it is clear.
Client,Company code,Personnel area,Personnel subarea is termed as Enterprise structure in SAP HCM. The same is assigned to the employee in infotype 0001 in P.A module.
Also the can be assigned to a Position/Org unit through the Account assignment infotype 1008 in O.M module.
Coming to Pay scale structure which in turn consist of Pay scale type,area,group and level. Here the Pay scale type - The collective agreement type defines the sector of industry for which the collective agreement is valid. Pay scale area - is a special area in which a collective agreement is valid.
The relation between the enterprise structure and the pay scale structure is defined in table - V_001P_C check the same.

Personnel Area
It represents a subdivision of the company code. The individual personnel areas in a company code consist of a four-digit alphanumeric code.
Personnel Sub area
The organization of the most important subareas in Personnel Administration, namely the pay scale and wage type structures and work schedule planning, are controlled at this level. Four-character alphanumeric codes uniquely identify the personnel subarea. The control features of personnel subareas are country-specific.
