personnel sub area pcr and config

hi sap experts ,

i need help in payroll issue ..my requirement is

1) we have 15 personnel sub areas under each personnel sub areas we have divided and want to give allowance for the employees

example under

1) first personnel subarea (12% based on basic salary)

so to query the operation is outwpplstc so please guide to the configuration part and to write pcr ...
