solman_setup is not working

Dear All,

Issue with Solution Manager 7.1. SP: sapkb70209 & sapka70209

when I use t'code solman_setup, the link is not opening, instead it give an error below:

"HTTP 500 Internal Server Error".

Also please find attach Trace file for disp+work.exe.

Urgent need help on this please.
