I am having an issue with some of our facilities, but not all.
When a user creates a work order, usually the Short Text description is transfered to the first operation (0010 in the operation tab). Some of our facilites however are getting a new window. What ever is filled in the system will create a duplication error. locking the user out.
From what i have read, the transfer of Work Order header short text to operation short text is a standard SAP function. But for some plants it is not transfering.
I was going to create a OSS not, but thoght I would ask here first.
Anyone ever have this problem?

As per suggested by Maheshwaran, Please maintain default values for Control keys for Order Types at following location:
IMG -> Plant Maintenance and Customer Service -> Maintenance and service Processing -> Maintenance and Service orders -> Functions and settings for Order Types -> Control Key -> Maintain Default Values for Control Keys for Order Types.

Thanks for the reply. Yes I had checked that first before coming here, but everything is good. I have PM01 in all plants. That is why I am kind of stumped. If the user creates a notification and then a work order through the notification, no problem, but a work order by itself, then that window comes up. And if you do put the correct information in that field, no matter what, the work order will come up with a duplication error.

Going by the error, there is a duplicated operation number.
I have not edited any number ranges or operations. We just finished with the latest hotpacks and last week we entered a new HR patch, but I wouldn't think that would affect PM.

For inconsistent order data, the order number is given. For inconsistent routings, the plan number is given.
The order number and master data explosion date is given. Examine the order in the order information system in the object overview, and display all objects. You might be able to see the duplicate objects here. Try and find out the origins of the duplicate entries, then contact SAP to resolve the inconsistency.
The plan type, plan number, plan alternative, and explosion date are given. Correct the routing and perform a check for the routing. If there are inconsistent relationships (object R), generate these again in the recipe and make sure that they are not recursive.

1897140 - IW31: Control key not passed to the dummy operation
The problem was the facilities were not added.

Our SOP for one of our company codes is that no work orders are created without a notification. So this error has never been an issue until a engineer made a work order without a notification.
We are going to run the note to correct the work orders that have the error.
Thanks guys for the help. I have updated my SOP to include this SPRO path when creating a new facility.

What user-exit/BADI/etc are you using to pass the header text to the operation text?
Get you ABAP team to debug this development to see why the error is being issued. Alternatively, deactivate the development to see if that removes the error.

As per the screen shot you attached, system is copying the Header Text "Test" to Operation Text. As Control key in mandatory field for you, system is giving pop up.
Give the control key appropriately & check.
