Need Assistance on WEBI Report Publication

We have requirement to publish the WEBI report to different recipients(Directly to their email accounts) with different parameters.

Is it possible to achieve using Publications.

Ex:Region_Sales report.

Region wise Email Accounts

West Region:

User1@Westregion.com,User2@Westregion.com

East Region:

User3@Eastregion.com,User4@Eastregion.com

Currently we are scheduling this report twice with different parameters for above two different regions.

Instead of scheduling the report twice,one report should be sent to different region with different parameter values.
