hiring during payroll

dear experts,

we would like to do employee hiring during payroll time. However as the payroll area gets locked system is allowing, but our requirement is that the new employee is not supposed to be part of this payroll cycle at all. Howcome system is not allowing to create a personnel record.

pl. share your views, also if any else found out a workaround for the same..
