There is no SAP provided solution. We wrote our own solution by creating table entries in a custom table from the user exit EXIT_SAPLSABE_010. Works for reports only.
No, there is no other way to know it. Also, the tracking is done, I think at a transaction level, not at a program level. So, if a program is executed through SE38 or a job, I am not sure if that information is available in the stats.
