PLOGI PRELI

I am new to SAP HCM. I wanted to know about PLOGI PRELI with value 99999999. I mean i know it defaults position and but what exactly that mean. What if we switch it off, what will be the effect? What if a firm doesnt implement OM module then what will be effect?

Please suggest.
