Depending on your exact requirement there are two ways of enabling a kind of row restrictions...
1. on Universe Level
2. on Publication Level
if you require row level security for every user regardless if they refresh reports on demand or not, you need to apply row level security within the Universe. One main consideration to make is if you really want to apply this in the semantic layer, basically the best and most logical location to apply data security is on the DB level as this will be regardless the way you access your data as well you only have to apply it once.
Never the less, the Universe (both UNV & UNX) provides options to apply data security from the Semantic Layer. Although the principal is the same, the way how you configure the row level security settings are different between UNV and UNX (different design tools), for the exact process I'll recommend you to read the manuals for Universe Design Tool (English) AND/OR Information Design Tool (English). once you have defined your universe, you can add restrictions to users/usergroups to prevent them in viewing specific data. For each universe you generate you have to re-apply this manually. You can leverage the SDK's to enable the copy of security settings to additional universes if you like to. However every change has to be executed in each universe against that data. Therefor the previously made recommendation is to have this in your DB level.
If your users are only receiving information via schedules, you could leverage the Publication model in combination with profiles OR dynamic recipients (as mentiond already by Srini).
Having the logic stored individually within the CMC is not possible!

Why you want universe row level security from CMC ? As based on BO architecture anything related to data should controlled by CMC and anything related to admin should be controlled by CMC ?
Can you update your exact requirement that you want to fulfill using row level security from CMC?
