Assigning active employee to supervisor whose position is vacant

Hi Experts, I have a situation where an active employee line manager reporting position is vacant. Should I assign this employee position reporting to second level line manager whose position is presently occupied. Please advise best practice and impacts to workflows. Thanks in advance.
