WIP calculation error

we have PM refurbish order, which is settled to MAT, we want to calucalte WIP, the RA key 0001 already assigned to standard PM order PM04,

OKGC for 0001 is setup for target cost,

RA version is using internal and service order without revenue, transfer to accounting,

, but when I run KKA1, it still get error saying wip calculation not allowed for order cat.30.

I'm using PM04 order type, and we have cal. WIP for PM04. how to resolve the issue, thanks
