Error in License Check at DR Site

Hi,

I'm having a problem when I switch site from DC site to DR site. I use data guard on Oracle database 10g. But when i switched to DR site, I could not logon by SAPGUI. I got error license. I sent to SAP a new request to get new license from Hardware key which I got from OS by ' saplicense -get', but it is not working .And in Slicense, The Active Hardware key is blank.
