New Country key for Kosovo

Hi SD Experts,

We have a new requirement to add a new Country key for Kosovo in our R/3 4.7 system.

We have to provide an invoice to a Kosovo Customer who will be collecting the product from Germany and he will claim the VAT amount.

Could you please clarify below points:

1. Do I have to add all 3 new country keys as mentioned in note 851943 ?
2. What will be the impact for Intrastat or Extrastat reporting.
3. Do i need to add the logic as mentioned in correction section of this note 851943.
4. Do i have to make any other configuration other than adding up a new country key in OY01 ?
