Work Status task profile

Hello Experts,

I have a user with Secondary Administrator access rights as their default task profile. They also have access to the SetWorkStatus interface task. Yet they cannot set the Work Status using Set work status in the Content Library. It fails with error "You are not authorized to perform this task; contact your Administrator." What tasks are required to get this to work?
