SAP Portal - Error - ComponentUsage(FPMConfigurationUsage): Active component must exist

After a copy of HR System from PRD to QAS, most applications of Portal has the same error.

The error is: com.sap.tc.webdynpro.services.exceptions.WDRuntimeException: ComponentUsage(FPMConfigurationUsage): Active component must exist when getting interface controller. (Hint: Have you forgotten to create it with createComponent()? Should the lifecycle control of the component usage be "createOnDemand"?

There is a conection problem, but i cant detect
