The definition of required entry fields for a PI sheet without the assignment of process messages is a part of Enhancement Packages 3 for SAP ERP 2005 (ECC 6.03). SAP recommends that you use ECC 6.03 and that you activate the business function LOG_PP_PMA_PMC.
I have already made this Business function active. But still, create comment field is not mandatory. It does popup only when I maintain anything manually.
