Material quantity calculation

Hi Experts

I am working with a sample scenario of Material quantity calculation.

Created all Master data (material,classchar, BOM,Recipe,PV). NaCl is product and component is saltwater. BOM ratio is 1  KG(100%) salt : 10 L (10%) saltwater means 10 L of saltwater will give 1 KG pure salt ( NaCl). As per Char values we will get different % of salt water. My requirement is if i get less % of saltwater system should create a process order by increasing the saltwater quantity otherwise system has to calculate the required saltwater while goods issue. How can map this with Material quantity calculation.Pleas give step by step how I have to map this. Please go through the below attachment and suggest how I have to enter the formula.
