We have updated our Windows server to Win 2008 R2 SP1, but was faced same error.
We have got below solution for the same.
After installation of VEG it is created directory "SAP Visual Enterprise Generator" in Program Files-->SAP, this directory was missing access rights, so we have provided full access and it is worked.

Thanks for your reply. I have installed the SAP VEG, including the IIS, application server, MSMQ, MSDTC, SQL server 2008, which described in the SAP installation and maintenance guide. However, maybe because of the version I installed is the VEG 7.1, the second step for VEG configuration is specify the user account for VEG service, when set the VEG service with the account which I created in the Windows, the system return me the error message: "could not change SAP Visual Enterprise Generator service account : This access control list is not in canonical form and therefore cannot be modified."
Did you meet the same situation? Looking forward to your reply.

Ok it looks like its a permissions issue, are you running the installer as an administrator and are you sure you have given all permissions to the user. Have you assigned the correct permissions to the share and you have .net 4 active and running in IIS.
Can you check the following.
'Log on as a service' policy
Log on as a batch job' policy
Finally can you check event viewer log to see what's wrong in their.
Do you have access to SAP css where you can create an incident.

I have checked all the setting you said, I have already assign the write/read authrization to the new account, also set the
'Log on as a service' policy
Log on as a batch job' policy'
for the new account, but it still give the same error message, maybe this error associate with the Windows ACLs? And can you tell me the path about the log of VEG configuration.

Hi Hui,
had a chat with some colleagues it looks like its an OS issue all right with
acl, see loads of similar issues on plenty of forums. I think you need to google the error and try fix the acl on your OS. I tried to reproduce it today but i could not.
The logs for VEG are wrote usually in C:\ProgramData\SAP\Visual Enterprise Generator\Logs.
