I want to know what is oracle windows patch and how to check oracle windows patch is existing in current installation.

Try that command

%ORACLE_HOME%\Opatch\opatch lsinventory -all | find "PATCH"

That command can be launched through SAP report RSORAPATCHINFO

Also you can query from dba_registry_history

select * from dba_registry_history;

I am not sure what patch level are you referring to. Probably an example would be good.

If you are talking about the Oracle database version with the patch level then you may query the v$version view.
