You are correct. If there is data in the PSA, and you have chnaged the update rules, when you reconstruct the data will be processed according to the new logic.
Yes , it will consider new changes to the update rules. Reconstruction does not work if you modify the transfer structure.Here you are doing changes to update rules only.So with out any problem you can use reconstruction.
