Before you started archiving, did you do the most important step? This most important step is for me applying all archiving object related OSS notes.
it could for example be an authorization issue, have you checked the joblog, it is eventually given information about that.
there is a program bug with the authorization for the new write program, see 1674444 - MM_EKKO: Incorrect authorization check for activity 06

I remember, the similar problem happend in my project as well.
Please go through all the notes related to MM_EKKO. We have implemented 3-4 related notes.
Program RM*****70 is the one with some updates I guess.

I've checked and both the reports works on the same logic for archive the PO's (except few additional criteria). Not sure why this strange behavior in your system is happening.
May be you can cross check with the purchase document number in both the reports, i mean have you given the same purchase document number..?
