SAP BO SP 4 to SP 7 Error

Hello guy. Currently we are in the middle of upgrading our client SAP BO 4.0 SP 4 to SP 7. After the patch installation (successfull without any errors), it seems that the SIA keep stuck on "Starting" state and when we look into task manager, we cannot find CMS in there. So, any of you guys have encounter this kind of issue and a solution would be great.
