Scoping issue

Hi there, Being as a key user, I can change the scoping in production system. But I cannot change the scoping in testing system. I would not like to change the scoping in production system and ask for a new testing system for testing purpose. Is it possible to change the scoping directly in testing system? Thanks in advance for your answer.
