Collective Shipment Cost Document

Could anyone counter this statement : " If shipment cost is created for multiple outbound deliveries then the pricing goes inactive. "

When i

in Shipment cost document , FBOO is inactive for multiple outbound deliveries in collective shipment .

how should i make it active .

1. I have maintained the Conditon record TK11 for FB00 , but it is not active .

2. the reason it is not active is because of inactive due to calculation basis / shipping materiel type .

i am not having a clue how to resolve this issue
