Why make new CCMS agents incompatible with OS07n?

I'm looking at note 1491115, and I can scarcely believe what I am reading:

CCMS communication protocol between central and monitored systems was changed from legacy RFC to the modern web-services enabled protocol. OS monitors does not support this communication protocol. Due to this change data are not displayed.

Why purposefully break functionality like this? Customers are expected to use the SAP Host Agent, but then we find it doesn't work! And the suggested workaround is to downgrade to the old CCMS agent.

Would someone explain this to me, please?
