one question regarding GUI status - button enablement

Hi friends,

I have one question regarding report GUI status, which makes me very confusing.

In the gui status, expand "Application toolbar", I find some button is marked with white background color like ANZG, NEWL and DELE in row1.

Others in row1 are marked with blue background.

double click on ANZG:

double click on DETM:

Figure2

I find nothing different between the two.

However, in the runtime I found the button with blue background are disabled. Since there is no difference between figure1 and 2, how does framework achieve the hidden of buttons with blue background??
