WPF Viewer control disabled in SP7

Using SP7, we have a report viewer in a WPF tab. When the report loads, the viewer control has both the toolbar on top and the status bar on bottom grayed out (disabled).  This issue seems to be related to a fix in SP7 which fixed an issue in SP 5/6 in which the control would not show up at all--

In both cases, I can use debug mode to make the control show properly-- by using breakpoints and delaying the loading of the control at a certain point. The tabs that have the disabled viewer have only the viewer control (plus a container control that holds it), with no other content, and they are generated and loaded when the tab is opened. Other tabs which show a control as only part of the tab, with the data filled in a bit later, do not have this issue.

Is this a known issue, is there a workaround? (We have gone back to SP4 until the issue is resolved.)
