Transaction to create and change route

Hi all,

In my client, creating and changing routes is so frequently happened that they want to maintain it as master data, instead of doing this in IMG (transaction code OVTC and OVRF), we would like to have the end users being able to do this. Is there a standard way to fullfill this requirement?
