Hello!
When I create new message via work center in Solution Manager, button "Sent" not active. For Bussines Partner's Customer I set identification number for all systems.
I run tr.ib_gen for Customer systems.
Further I run ib52 -> enter Customer Bussines partner for all installation systems Customer.
Further I try again run SM_WORKCENTER -> create new message, but I can see error "You are not assigned to any iBase entries. Please contact your system administrator" and button "Sent" not active (picture 1). After I entry "Configuration Item" I can see button "sent" not active (picture 2).
2 day ago this function worked.
PS. Via SAP GUI (double click to icon SAP) I can create messages.

What was happend during these days ? Please check notes/configurations/TR.
Have you try with SAP_ALL & SAP_NEW profiles ? Still Send button isn't active ?

At system work only I.
I have SAP_ALL and SAP_NEW profiles.
The button isn't active after settings business partner->control->calling hours.
When I create message via notif_create, I can't select system/ibase, I look error "No systems assigned to the reporter, or no business partner" (message number DSWP087). But I can select configuration element and create message.

It's strange that notes pointed out to your issue .
Colud you check discussion http://scn.sap.com/thread/429896 author also assign profiles SAP_ALL, SAP_NEW and SU53 didn't show authorization issue.
Please check whether your PFCG role has auth. objects like:

The "Action create messages" should be accessible to all users of the system, it is the most simple function in SolMan.
