BO 4.1 IDT Building Custom Hierarchy/Cascading LOV

New to BO 4.1 IDT.  Can someone please inform me quick way to build a custom hierarchy?

I have created an LOV but I cannot make it cascading so that, for ecxample, when the State is selected

the City list is reduced to the city within the selected State.
